Magistrate Judges and the Transformation of the Federal Judiciary

The William S. Boyd School of Law, in cooperation with Duke University School of Law, and the Saltman Center for Conflict Resolution will host a conference on Magistrate Judges and the Transformation of the Federal Judiciary on September 25-26, 2015.  This conference is inspired by the work of recently retired Judge Philip Pro, who earned a Master of Judicial Studies from Duke.

Although the federal administration of justice is the subject of much academic study, the vital system of magistrate judges is often overlooked. Indeed, this conference will be the first of its kind to explore the critically important institution of magistrate judges from interdisciplinary, empirical, theoretical, and practical perspectives.

This conference will feature: Topics will include:
  • political scientists
  • statisticians
  • legal academics
  • senior attorneys from the Administrative Office of U.S. Courts
  • magistrate judges
  • district court judges
  • appellate court judges
  • the authority and utilization of magistrate judges
  • differences in the quality and processes of decision making between Art. III and magistrate judges
  • constitutional concerns about the delegation of judicial functions to magistrate judges
  • the historical origins and evolution of magistrate judges
  • magistrate judges as the frontline of judicial reforms (e.g., ADR)

Unlike many traditional academic conferences, our conference will prioritize participation by judges: judges are featured on every panel, and every panel will elicit audience (especially judicial) participation in the form of comments and questions.

To accommodate the demands of your schedule, the conference will start around noon on Friday, September 25 and finish early in the afternoon on Saturday, September 26.
