Black History Month Municipal Law Panel

This program has been approved for 1.5 CLE credits

Panelists will discuss various aspects of legal practice for a municipality or county such as:

1.    Providing a full range of legal services to the City including preparation of legal opinions, research and support, representation in legal actions, document preparation and related work.
2.    Directing, managing, supervising and coordinating activities and operations of a City Attorney’s Office, including labor and employment issues, and
3.    Serving as the legal advisor for City Council, City Manager, County Commissioners, boards, commissions and other staff.

PRESENTERS

Bryan Scott, Las Vegas Assistant City Attorney, State Bar of Nevada Board of Governors Member, Past President of the Las Vegas Chapter of the National Bar Association

Mr. Scott has lived in Las Vegas for more than 38 years. He earned a Bachelor of Science in Business Administration (Management) from the University of Nevada, Las Vegas in 1988 and a Juris Doctorate from Northwestern School of Law, Lewis and Clark Law College in Portland, Oregon in 1991. An Attorney for 17 years, he has worked for the City of Las Vegas since 1996 and is currently the Assistant City Attorney for the Las Vegas City Attorney’s Office (Civil Division). In that capacity, he is legal counsel to the Las Vegas City Council and Las Vegas Planning Commission. During his time with the City, he has practiced in the areas of General Civil Litigation, Special Improvement Districts, Condemnations, and Land Use, Zoning & Planning. He was President of the Las Vegas Chapter of the National Bar Association from 1996 to 1999. A Board Member/Secretary-Treasurer/President Elect of the Clark County Bar Association from 2000 to 2004. He was elected as the first African-American President of the Clark County Bar Association in 2005 and President of the Clark County Law Foundation in 2006. Since 2006 he has been a member of the Board of Governors for the State Bar of Nevada. He is currently the Chairman of the State Bar of Nevada Diversity Committee.

Yolanda Givens, Chief Deputy District Attorney at Clark County District Attorney-Civil Division

Yolanda T. Givens, a native Las Vegan, is a graduate of Valley High School.  She received her Bachelor of Arts Degree from Willamette University and earned her J.D. from the Willamette College of Law.  She was admitted to the Arkansas Bar in 1989 and the Nevada Bar in 1991. Givens was judicial law clerk to the Honorable Judith Rogers, former Chancellor Judge, Pulaski County, Arkansas.

She began working in the Civil Division of the Clark County District Attorney’s office in 1996. Givens is an employment law and civil rights litigator. She practices primarily before federal, state and administrative tribunals. She also provides agency representation to the Clark County Office of Diversity and the Human Resources department.  Givens is a member of the Clark County Bar Association and the Las Vegas Chapter of the National Bar Association. She is the proud mother to three daughters: Yanné, a public relations professional; Valonne, a Wayne State Law 2014 Juris Doctorate Candidate; and Zonnisse, a high school senior.
