CLE: Substance Abuse in the Legal Profession and the Affordable Care Act: Clinical and Legal Issues

This program satisfies the Nevada Supreme Court requirement to obtain one hour of CLE dealing with substance abuse, addictive disorders and or mental health issues as part of the general CLE credits needed in 2013.

Substance abuse, particularly alcohol abuse is a serious problem among practicing lawyers and law students. A panel of experts will discuss and compare addiction data for the profession nationally and in Nevada; the neurobiology of addiction highlighting recent discoveries related to the interplay between alcohol and individual vulnerabilities; the coverage of mental health, substance use disorder, and addiction benefits under three pieces of federal legislation, as well as mental health benefits that are included and excluded from current Nevada Department of Insurance-approved health plans.

Presenters

Chad Cross MS, PhD, PStat(R), NCC, MAC, MFT, LCADC

Dr. Cross is trained as a multidisciplinary scientist and holds advanced degrees in the social sciences, the life sciences, and statistics. Dr. Cross has worked in the addictions field as both a practitioner and as a researcher for over a decade. He has worked in both the agency setting and in private practice. Dr. Cross currently co-owns Crossroads Wellness, LLC with his wife, Pamela, a psychotherapist and a school counselor in Nevada. Dr. Cross specializes in treating adolescents and adults with substance abuse issues, mental health issues, those with dual diagnoses, and those dealing with chronic diseases. In addition to his work as a counselor, Dr. Cross is also a well-established and recognized biostatistician, and is a co-author on one of the most widely used biostatistics textbooks on the market. In this capacity, he has a very active research agenda, and publishes regularly on addictions treatment and neuropsychology, among other topics. Dr. Cross was a Tenured Associate Professor of Biostatistics and Director of the Biostatistics and Epidemiology Unit in the School of Community Health Sciences at UNLV until 2011; he currently maintains Associate Graduate Faculty status in the School.

Melissa Piasecki - Professor of Psychiatry and Senior Associate Dean for Academic Affairs, University of Nevada School of Medicine

Dr. Piasecki teaches residents, medical students and physicians in practice.

She received her Medical Degree from Washington University in St. Louis in 1991. She completed a General Psychiatry Residency at the University of Vermont and a fellowship in Forensic Psychiatry at the University of Hawaii in 2005. She is also faculty at the National Judicial College in Reno, Nevada where she teaches judges and court personnel on topics related to addictions, psychiatric diagnosis and the interface between medicine/mental health and the law. Dr. Piasecki provides forensic psychiatry expert services in civil and criminal cases.

Stacey Tovino - Lincy Professor of Law, University of Nevada, Las Vegas, William S. Boyd School of Law

Stacey A. Tovino, JD, PhD, serves as the Lincy Professor of Law at the William S. Boyd School of Law at the University of Nevada, Las Vegas. Professor Tovino is a leading expert in health law, bioethics, and the medical humanities, with particular expertise in mental health law, neuroethics, and the history of medicine. Educated as both a lawyer and a humanist, Professor Tovino publishes her interdisciplinary work in textbooks, casebooks, edited readers, law reviews, medical and science journals, and ethics and humanities journals. Recent law review publications include articles in the Harvard Journal on Legislation, Harvard Journal of Law and Gender, Florida State University Law Review, Houston Law Review, Penn State Law Review, Oregon Law Review, Santa Clara Law Review, Virginia Journal of Law and Technology, and Houston Journal of Health Law and Policy.

Prior to joining the faculty at Boyd School of Law, Professor Tovino served as Director of the Health Law and Policy Center and Associate Professor of Law at Drake University Law School (2008-10); Assistant Professor of Law at Hamline University School of Law (2006-08); Visiting Assistant Professor, Research Professor, and Adjunct Professor at the University of Houston Law Center (2003-06); and attorney in the Health Industries Group of the Houston office of the international law firm Vinson & Elkins (1997-2003). During her practice, Professor Tovino represented physicians, scientists, allied health professionals, general and special hospitals, academic medical centers, organ procurement organizations, blood banks, AIDS clinics, and nonprofit organizations in civil and regulatory health law matters.
