Years before Franklin Roosevelt's New Deal, American governance was transformed with vast implications for social and economic life. A series of momentous legal reforms pioneered by progressives in areas like public utility, public administration, and legislative regulation increasingly displaced nineteenth-century traditions of local self-government and common-law rule-making. This legal revolution ushered in modern approaches to regulation, government, and statecraft with which many Americans remain profoundly unreconciled to this very day.
