Nevada’s Gambling Treatment Diversion Court (GTDC) is the nation’s first and only court designed specifically for individuals whose criminal behavior is driven by disordered gambling. Authorized in 2009 and launched in Clark County in 2018, it marks a significant evolution in how the nation’s gaming capital confronts the link between disordered gambling, criminal behavior, and public safety.

This session examines the court’s purpose and evolution amid a gambling landscape transformed by online gaming, mobile wagering, and the rapid expansion of legalized sports betting. As gambling becomes increasingly accessible, its ripple effects extend far beyond the individual—destabilizing families, straining community resources, and heightening risks to the public.

For gaming executives, legal professionals, treatment providers, policymakers, scholars, and the media, this presentation offers a compelling look at how Nevada’s model aims to restore stability, protect the public, and serve as a blueprint for jurisdictions across the country and around the world seeking to confront the growing impact of disordered gambling.

Hon. Cheryl Moss retired in December 2020 after 20 years on the bench of Nevada’s Eighth Judicial District Court. Judge Moss was the first judge to introduce problem‑gambling assessments into  domestic relations cases, and in November 2018, she became the first judge to preside over Nevada’s first Gambling Treatment Diversion Court. It is currently the only active gambling court in the United States. In addition to her judicial duties, she served on the Subcommittee on Legal Issues of the Governor’s Advisory Committee on Problem Gambling. Prior to taking the bench, she was in solo private practice.

Judge Moss is a member of the Nevada District Judges Association, the International Masters of Gaming Law, and the Clark County Bar Association, and previously served on the Board of Trustees of the Clark County Law Library. She is the daughter of the late Dr. Rena M. Nora, Chief of Psychiatry at the Las Vegas VAMC and a pioneer in the treatment of problem gamblers. 

Judge Moss earned her undergraduate degree from George Washington University and her law degree from the Columbus School of Law at the Catholic University of America, both in Washington, DC. She was admitted to the Nevada Bar in 1997, the District of Columbia Bar in 1995, and the Maryland Bar  in 1994.

Judge Moss currently serves as a Senior District Court Judge for the State of Nevada. Her published works include Shuffling the Deck: The Role of the Courts in Problem Gambling Cases (UNLV Gaming Law Journal, 2016) and The Shuffled Deck: Nevada’s Gambling Treatment Diversion Court and Future Expansion of Gambling Courts in the United States (UNLV Gaming Law Journal, 2022), co‑authored with Hon. Scott Frederick (Ret.).
